This was done mostly at the behest of the police who best appreciated the futility of the process. Then along comes 2005 and the Department of Health confirms that many doctors believe cannabis is an “important causal factor” in mental illness. Duh! And what's wrong with that? The police also aren't sure they made the right decision. Thankfully, Home Secretary Charles Clarke has decided against reversing the policy so smoke away.
